Solution
I can vouch for Florida and I would bet other states are have the same problem with the need to show the secondary school students actually learned something while spending time in school. However, this strange goal is stressing out people that picking their nose presents a challenge so I propose this solution to the problem.Copying the armed forces which have dishonorable discharge, honorable discharge and other than honorable discharge lets give high school diplomas that state the person did not pass the state required test. Then turn them loose on the hiring public. As least you would know what they did not do.
