Yeah, I guess it can. The "Money we do not have to give to the people that did not earn it program" has now gotten the interest of the congress who know says they want to just "tweak" it a bit before it passes.That's like picking up a whore for a piece of ass and asking her to "tweak" her services a bit by building a fucking bridge in West Virginia and naming it after Sen. Byrd.
